    Parking standards: what the municipality requires

    The parking standard is set in the municipal land-use plan and in the zoning plan for the site. It governs how many car and bicycle spaces the project must have — and in many municipalities it is now a maximum, not a minimum. What to clarify early:

    • Whether the standard is a minimum or maximum, and which zone the site falls in.
    • How it is calculated: per dwelling, per square metre of floor area, or per employee/visitor.
    • Whether shared spaces between housing and commercial units can count (shared use often reduces the total).
    • Requirements for accessible spaces, loading bays and space for service vehicles.
    • Whether spaces can be bought out or solved off-site, and at what cost.
    • How the use of the spaces must be documented and enforced after completion.

    Mobility plan: from requirement to working solution

    Several municipalities require a mobility plan as part of the planning application, particularly when a project wants lower car parking coverage than the standard. The plan must show how car dependency is reduced and how the remaining spaces are used efficiently. A plan that cannot be operated never becomes more than an appendix.

    • Shared use of spaces: commercial tenants during the day, residents in the evening and at night.
    • Car sharing and shared EVs instead of one fixed space per household.
    • Bicycle parking with sufficient capacity, the right location and charging options.
    • Digital allocation of spaces, so tenancies can change without physical re-signing.
    • Guest parking that can be controlled — time limits, registration and optional payment.
    • Measurement data from day one, so actual occupancy can be documented to the municipality.

    Bicycle parking: the requirements and the common mistakes

    Bicycle parking is often designed last and the first thing to become unusable. The municipality requires a number of spaces, but location, security and charging capacity decide whether they are actually used. Electric and cargo bikes also have very different requirements from a standard rack.

    • Place spaces near the entrance — a bike room in the far basement corner stays empty.
    • Separate short-term parking (visitors, outdoors) from long-term parking (residents, locked).
    • Allow extra width and length for cargo bikes and bike trailers.
    • Charging points for e-bike batteries, with fire-safe placement and a dedicated circuit.
    • Access control on the bike room — the same user identity as for car parking.
    • Lighting, cameras and a rack that locks the frame, not just the wheel.

    Charging infrastructure and future-proofing

    The expensive part of a parking facility is not the chargers — it is digging and pulling cable afterwards. Install conduit and capacity for full build-out now, and add the charge points step by step as demand appears.

    • Size the main supply and distribution for a higher charging level than today's need.
    • Load balancing lets several charge points share the same capacity without an upgrade.
    • Individual metering per charge point, so each user is billed for their own consumption.
    • Open standards (OCPP) — do not lock the facility to one vendor's chargers.
    • Put charging and parking in the same system, with one user identity and one report.
    • Decide who owns the charge points, and who keeps the parking revenue, before handover.

    Parking phase by phase in the building project

    1. Concept and pre-project

    Clarify the parking standard for the site, whether a mobility plan is required, and how many bicycle spaces the project needs. We contribute occupancy and shared-use figures from comparable facilities, so the number of spaces can be justified.

    2. Planning application and detailed design

    Camera positions, signage plan, power and connectivity are designed in before the concrete is poured. Conduit and capacity for charging are laid for full build-out, even if only a share of the charge points is installed now.

    3. Handover and operation

    Cameras and signage go live, rules and zones are configured, and residents or tenants are invited into the Sesam App. The owner takes over a facility that already works — and that produces documented data on occupancy and parking revenue.
